"For conspicuous gallantry and intrepidity while serving with Company A, First Battalion, Eighteenth Marines (Engineer), SECOND Marine Division, during action against enemy Japanese forces on Tarawa, Gilbert Islands, on 20 and 23 November 1943. Fearlessly risking his life to attempt the rescue of two wounded Marines struck down in the water during landing operations on D-Day, Private First Class Foreman boldly advanced under the enemy's shattering machine-gun and rifle fire to the side of his comrades and, after successfully removing them to the comparative safety of the beach, calmly and efficiently administered first aid. Again subjecting himself to withering hostile fire during a fierce engagement on 23 November, he relentlessly charged three heavily fortified hostile strong points and neutralized their fire by the skilled aggressive use of his flame thrower. By his daring initiative, indomitable fighting spirit and cool courage in the face of tremendous odds, Private First Class Foreman contributed materially to the success of our forces in capturing this vital hostile stronghold and upheld the highest traditions of the United States Naval Service."
